Proposing Changes to the CT State Building Code
Any member of the public may submit proposals to the State Codes & Standards Committee to amend the State Building Code. Specific procedures must be followed in order for a request to be given consideration, including the use of an application form referenced below.
The following is from Louis Free, chair of the Codes Amendment Subcommittee:
"I would request that all correspondence regarding the development of the future Connecticut State Building and Fire Safety Codes, including the Energy Code, be submitted in writing to the Codes Amendment Subcommittee at:
CODES AMENDMENT SUBCOMMITTEE c/o STATE CODES AND STANDARDS COMMITTEE DEPARTMENT OF PUBLIC SAFETY 1111 COUNTRY CLUB ROAD MIDDLETOWN, CT 06457
FAX: 860-685-8365 The Subcommittee's official position is that we have established a procedure for the submittal of code changes to assist in identifying the need for changes to codes the State is anticipating on adopting. The Subcommittee will only consider changes that are on the proper form and any proposal not on the proper form will be returned without action. The Connecticut Proposed Code Change Form must be used for any code change proposal and submitted to the Committee, which can be down-loaded from the DPS website (link: http://www.ct.gov/dps/lib/dps/office_of_state_building_inspector_files/connecticut_proposed_code_change_form_-_1.pdf) . With respect to public comments in general, I can not discourage the public from submitting their opinions, but without specific code section references, proposed code language, statement of problem and substantiation for proposal, the Subcommittee most likely will not act on an issue (a long standing policy). However, the Subcommittee does encourage and look for public participation in this process."
